We live in society where people have to do jobs and follow procedures run by managers. Quite often managers lack empathy, communication skills and Emotional Intelligence (EQ) and so they cause their subordinates stress.
The situation is similar in some schools and universities which don't have teachers and professors with high EQ, empathy and communication skills.
Remember a time when you were starting out with your career. Have you ever worked in a corporate environment at a young age? If you haven't, listen to a story of Joan. She just started her first job at a multinational organisation. Her main focus right now is to successfully go through a performance review, achieve her KPIs and get a salary increase. Joan doesn't have the polished skills just yet, but she is eager to learn. Her manager follows the procedures and KPI plans, and keeps demanding better results. When Joan cannot accomplish a task, she cannot say "I don't know" because she is scared to fail at her performance review. Fear causes stress and manifests as headaches, lack of appetite, anxiety, work/life imbalance, emotional breakthrough, low self-esteem.
People at workplaces should wear a wristband that monitors their heart rate and other factors. This could measure how tired people are, and warn them to finish work at critical times. This wristband can function ...

Managers push people to work towards something because it's one of the tasks they have to do at their jobs. The question is do managers know how to push people? That's where lack of knowledge of communication comes in. There are ways to push people to do something without causing stress and mental health issues.

I see your point. Indeed, there are different ways to approach the urgency of issues, and different ways to communicate it to subordinates. Perhaps someone could come up with a list of better practices, but people who truly care about others will naturally find better ways of expression. The problem is primarily related to:
Btw., verbal IQ helps immensely with 2,... and regarding the IQ, reportedly, it was increased significantly since mankind started using salt with Iodine, it resulted the rise in IQ by up to 15 percent. ("Men from these regions born in 1924 or later ... had an average IQ that was 15 points higher than their predecessors." (link)). Maybe there is something else that we are similarly lacking, not necessarily physiologically, but just some secret element (a social pattern) psychologically?

Solution is simply, - put the money to the right places, on the things that people are passionate about. However, due to the social stratification, this easy fix seems only possible with the more conscientious upper class. For that, they need clear risk pictures about the activities that people are passionate about, like associated deliverables, timeframes, share and probabilities. :)

Isn't the primary problem lack of self-awareness which manifests as lack of empathy? Then, the question is what tools people need to be more self-aware.

EQ is one thing, but motivation is another. If there is a reason why managers are pushing people to work towards something, then there is something what motivates them. If that which motivates them is reasonably important, it should logically motivate all.
